Making the imperial all-infantry army work...

After some decent results with a nurgle-themed csm army and two casual armies (Deathwing pure Termis and 180 boys orks) i want to build up a themed but still competitive imperial army. The big "but" in this effort is, that i want to build an infantry only list, simply because i dislike the usual hydra/manticore/vendetta + vets build that wins tourneys without any effort.
I envision big infantry platoons, lotsa weapon teams, deep striking stormtroopers with meltas and an effective use of orders to gun down enemies. Penal Legion are heavily considered for their nice outflanking & enemy distracting shenanigans...
Still i'm struggling hard with this concept, especially when it comes to the question whether to add more infantry squads to the platoons or more heavy weapons teams. Having more infantry gives me the possibility to form big squads of 30 or 40 men that get to fire lotsa weapons and don't get too easily shot down, but the heavy weapons teams can hit the enemy very hard from far away.
I hope you dakkaites can give me some advice on how to work out a list whith a good balance between mass of bodies & massive firepower including the element of deep striking & outflanking units to distract the enemy long enough to wear him down with my fiepower.

First raw draft of my list:
CCS with vox, autocannon, some regimental advisors
2x5 Stormtroopers with meltas
2-3 Infantry platoons (maybe with commisars or a lord commisar)
2-3 penal legions

Goal: 1500 pts for "official" GW-tourneys and 1750 pts for german tourneys at various flgs around here. NO ICs!!
Thanks in advance
Larendard

My recommendation? Power weapons, priests w/ Eviscerators and meltabombs. Use your heavy weapons squads and CCS to form a long range fire base to give your blobs time to close with the enemy and tear them apart in close range combat. No one expects Guardsmen to charge them, and you'll be amazed what the sheer volume of attacks blobs can put out WILL do to even the toughest infantry. In the mean time, your heavy weapons squads will have the job of softening them up, popping transports, damaging tanks, alll those kinds of things, so that when your infantry charge hits? It'll be a pushover for you.
