Really?

I thought GW also had a deal with their distributors that the distributors (a) couldn't sell to an online-only entity and (b) had to require anyone selling online NOT to utilize shopping carts.

If they do, it would still only apply to US-based distributors... and to be effective, would require those distributors to actually check up on their customers. Which I very much doubt actually happens. Should've been clearer. I was only referring to those within the US.
Don't know about the "checking up on." I have zero experience with distributors.

Actually enforcing it would be left up to GW...

Battlewagon Bitz, before the Warstore bought them out, got away with having a webstore for a year or so, IIRC.

Also, miniwargaming has a check out cart, and they are Canada based. So I guess the no cart in US thing makes sense. 1) U.S. Distributers must have a B&M storefront (otherwise my FLGS would probably not exist)

and
