Tactically being polite works in a lot of situations like this, so they victim doesn't panic and cause the perp to fire his gun. Actually, in all the retail I've worked in the US, we normally have always kept the big bills at the left and worked our way down to the ones in the far right. I don't think the guy was fething around. Who'd have thought you'd run into polite robbery in the States though. Begging is also against the law in quite a few countries, many more countries have laws restricting areas where people can beg. The family went on tour to France and I saw a beggar there in the Underground. Everyone has bills to pay and kids to feed and gas to guzzle, most of us are dealing with what we have whilst the rest claim other people's money as their own (that goes for greedy fethers and criminals, oftentimes the two groups are related).

Lock him up for the time his crime warrants, discounting politeness or circumstances; he took a gamble when he did it; either win and keep the cash, or lose, get caught and leave his kids and family behind whilst he's stuck in jail getting felt up in the shower and spending quality time with Bubba and his plethora of STDs.

If you had kids to feed, would you really risk getting a criminal record and going to jail? Make it even harder for you to get a job as if it wasn't hard enough?

Not in the US, as far as I know, I have never known to see beggars in a public location be removed just because they were beggars.
