Read the paragraph Close Combat Weapons

"If a model carries a special close combat weapon, he must fight with it in the Close Combat phase..."

The stormvermin MUST use the Halberds. Rules for Halberds are on page 90 "Requires two hands"

You can't use a shield while also using a Halberd.

Not only does he not get a parry save (as he does not have hand weapon + shield) he does not get his shield bonus in close combat.
