Berets are very simple to sculpt, laughably so, in fact. I would go so far to say that IG berets are probably one of the best starting sculpts to do, for those with little experience.

Here is the simple breakdown that I have used:

Use IG Catachan heads, plastic preferably. Cut off the top of their heads and/or trim away their hair/bandannas to where the brim of the beret will be and so that their heads will conform to the beret. Leave a small lip from their bandannas as a guide and as the "curl" of the edge of the beret.

Next, use Green Stuff to form a pointed "dunce" cap atop the head, leaning to the opposite side you want your beret, make enough length to stretch over to the other side.

Trim or shape the point into a semi-circle and then fold over.

Use a craft razor to adjust the beret as necessary, be sure to smooth the Green Stuff with the razor after a few minutes of hardening. You may have to practice this many times before you get good berets, but if you are doing a lot of them, then you will be able to stand a handful of less convincing berets (which is reasonable, you see a lot of bad berets in the military).

But if you want to spend money for a ton of heads that look the same.....

@ CommissarCandlestick : That would be a problem, but you probably will not have trouble finding Catachan heads from other players or cheap online (ebay or bitz retailers). Cadian Screaming Sergeants should also work.

@ TheGiantPeanut : Are they proper scale? I have seen these before, but only the advertisements and not on model. Straight 28mm scale is very different from 40k "28mm hero" scale, so "normal" sized heads may look funny on Cadians.
