The former example is because the Rain of Death is not on a weapon system, and thus could not normally be used as a charge attack. Combo Strike, however, is on the Dervish's swords, so can thus be used on a charge attack. Same goes for any * attack on a weapon.

As for the original question, you can't use them in place of an additional attack, as the only way to make a power attack (outside of special rules like Smash and Grab) is to do so in place of your initial attacks.
