i think you can take fine sand, small amount of course sand to make the odd rock in the mud, pva glue, brown paint and small amount of water ,just to make it applicatable, and mix it. then apply it to the base, wait for it to dry, wash withe devlan mud. then dry brush on a lighter brown than wat you put in the mixture.
for the treads and boots i realy cant say you may want to slightly sink ur models boots into the mud mix wile its wet to make it look like the are stanting in mud and not just dirt

PVA + sand = concrete.

It sets literally as hard as sandstone, but when it's in liquid form, you can work with it a bit - allowing you to put treads, boot prints, etc. They then set permanently, and it all looks like mud. Very nice.

when they die in the service of THE EMPRAH! they are happy. They die in droves in the mud...

Automatically Appended Next Post:
I would think you might have to make some sort of a gloopy, slow-running liquid too, because thats the stuff that will stick to boots. I would also further advise that while its wet, place boot-prints on the base too, or on the tank (leading to/from the hatches, and a couple extra at the hatch representing mucking about with the hatch)

Check out Vallejo's mud mix. I'm using their black lava as mud but the more direct route would be their mud basing stuff. It'll actually take imprinting too if you want to push tank tracks or whatever into it.
