The wording on Special Issue is"This model can be included in Reznik's theme forces. It can also be bonded to Reznik."

Reznik could use the warjack bond all the time if Reznik had a bond.

Right now, Reznik can only gain bonds through league/campaign play.

edit: Okay, Laughing Man's lmgtfy is probably going to clear it up (I didn't
wait for it to search), but the other thing to consider is that should Reznik
ever "go epic" and gain a perma-warjack bond, he'll be able to apply it
