This statement in relation to the text you quoted is... odd.

Iron Hands don't receive mutations from the Chaos Gods. If an Iron Hand has an extra arm, its a Bionic one.

Guilliman was only primed to take over the Imperium after both the Emperor and Horus were dead. He wasn't even in the top 5 of respected Primarchs before that.
