Specifically, which primers that are relatively inexpensive and are safe for miniatures. My preference so far has been Krylon Fusion and I would continually stick with that, but all my local Wal-Marts (4 total) only carry Satin Black and White (I think). I have heard that some folks have used Rustoleum in the past, but I do not recall which product line of theirs was mentioned.

Does anyone have any advice or suggestions on primer brands/lines that are mini safe? I've had good luck with Krylon, but I've heard Rustoleum goes on thick. GW is a spray paint, not a primer. Army painter is a combo spray paint and primer. I'd go krylon. better tooth for the paint to adhere to. I like Army Painter, but it is too costly. (Equal to 2 cans of Krylon price-wise)
Any lines of Rustoleum I should avoid?
