Even if you only take the minimum two squads, I think you should make them full strength. In objective based games they will be necessary to hold onto any objectives you capture and a small squad can get killed really quickly and leave you with no means to win the game. Likewise in a kill point mission, a small squad is easy to destroy and therefore gives up easy kill points.
