I disagree, as a user of one avidly.
It's a large blast S6 TL rending, against infantry is does horrible things, it's accurate and you can get a lucky rend on tanks, as well as putting anything it touches(including vehicles) to take DT tests. It's extremely helpful. As generally a gunline army, it stalls their advance drastically

As for fielding them, i printed the pdf they had on their website, unsure if it's still on there however.
