Not only do most people not associate Russians with the same racism and genocide as Confederates and WWII Germans (wrongfully so, both on the assumption that the historical representation is always a show of support for slavery, antisemitism, etc. and that Soviet-era Russia had any less of it), but the outlandish, caricature-like character of the Orks lends a certain lightheartedness that distances the project from any potentially associated nastiness.

Case in point: I've seen Ork "tank kommanderz" obviously decked out in the trappings of a WWII German officer, which everyone loved. On the other hand, I've seen WWII German schemes used on unmodified GW/FW sculpts (with obvious inspiration having been drawn from that very source) result in the painter being branded a neo-Nazi (how dare he paint in such a manner that I, the uppity viewer, might mentally transpose a swastika onto his work?).
