How to tell if paint is too thin, and how to remedy it?

So what's going on is that I'm trying to paint primed parts of my Valkyrie with Citadel red gore, and it isn't covering right. I'm just brushing it on as I don't have an airbrush. To my untrained eye it seems like the paint is too thin, as a lot of the 'paint' is just water and evaporating off of the piece. I've made sure that it's mixed and stirred thoroughly, so that shouldn't be the problem. Any advice would be greatly appreciated as this thing is taking me forever to put together and I want it to look decent.

well I'm trying to think of a way..
when I paint, I use a palette and I water down my paints just a bit as they are on the palette

before I apply paint to a model however, I paint a streak on the palette, it the paint comes out perfectly normal then its all good. If it looks blotchy however, then that means I watered it down too much
when its too watered down, I just mix in a little more paint

Automatically Appended Next Post:
what steel mage said about GW's paints are true too, I've ran into thin paints such as graveyard earth and desert yellow as well

If it's the while pot you can add matte gel in small amounts until it is thick enough. Be careful not to add so much you lighten it to a different color.
