The Empire doesn't control the world in the same way that the Imperium controls the universe.

I made the same mistake, because I came from 40k to fantasy. Fantasy isn't nearly as bleak. There's a far larger proportion of total civilians. There's probably a good portion of inconsequential farmers who'll never even SEE warfare.

Fantasy, there's a far higher chance you can lead a totally normal life.


The Empire in particular though, they're...not nearly as oppressive. So long as you follow their basic laws and don't kick up too much of a stink, most people will be fine in the Empire. To be fair, this has been said about many planets within the Imperium as well.

The Empire in WHFB seems almost a minor power. Probably have less land than Lizardmen/HE/Chaos(WoC)/etc.

And because it's old-timey, there just isn't this huge united nations of cooperation. I mean it's hard to even envision how you get Ogres fighting Dark Elves or Lizardmen fighting WoC unless you go out of your way and say they are some kind of zealots. "Yar, let's march for 6 months through 3 enemy territories so we can fight this other enemy territory."
