Washes and glazes

I was wondering if people could tell me what glazer would be best or best technique toblend in Ice blue over regal blue (then finished with white) for a blue plasma style glow effect.

And also for my Tau tanks, the base colour is skull white washed with the GW blue wash, with the camoflauge patterns made up of Codex grey, Astronimican grey and Space wolf grey, all highly watered down and faint so that it is effective snow style camofluage, all my Tau markings are in Orange. could i get some advice on how to blend the camo or what glaze to use to help with the blend.

All my troops and vehicles will be extreme Highlighted with Ice blue
