Upgrade the SacDagg L2 to a tooled-out Supreme Sorceress instead, probably with Lore of Shadow, and give the other L2 Dark Lore. There are some awesome synergies between the two lores. Use the points saved to get a Death Hag with a Cauldron, and make her a BSB. The various blessings are well worth it.

Bad news for your sorceress builds - you may only have one arcane item each.

A big block of RXBs want to have shields, so they can function as a secondary close combat block. They are also a trifle expensive to be sacrificing, don't you think?

Hag Graef is not worth it on CoKs because they are already attacking before skaven afaik.

Besides, Skaven have surprisingly high initiatives. The Stormvermin in particular I know are I5, which matches the initiative of the COK.

However, COK with command are going to be too big a chuck of your army points. I've used both successfully with either the flying carpet (staying near infantry for the 4+ look out roll before ward saves), or the Focus familiar for the extra range.

Once the general and bsb have been dealt with, you'll find that skaven can fail those steadfast checks.
