A custom Grey Knight HQ

This character is intended to serve as a hybridization of the Grand Master and Librarian archetypes to create a swiss army knife HQ in one package with FOC changes, deployment manipulation, and psychic powers for everything. A Librarian that trains to be ready for absolutely anything the Warp can throw at him. I'm aiming to be in the 225-275 range. Comments, criticisms?

One of the prodigies of the Librarians of Titan, Kintaran is possessed of a clean will and a burning hatred for the warp. Those traits would have eventually seen his selection as a Purifier had not his psychic potential been strong enough to draw the attention of the Librarius. His aggressiveness and adroitness with the blade led the others of his order to give him his nickname, for unlike them he often chooses to lead from the front and personally get into the thick of the close brawls. He has the streak of military genius that seperates Grand Masters from mere Brother-Captains, but even the Grey Knights do not allow Librarians to hold such a rank. But in practice, even the Grand Masters know better than to dismiss the Librarian Militant’s insight, for it is borne of the same power that grants the Prognosticators their precision.

Librarian Militant Kintaran HQ	2?? points
WS6 BS4 S4 T4 W3 I4 A3 Ld10 Sv2+/4++

Unit Type: Infantry(unique character). Wargear: Terminator Armour, Storm bolter, Nemesis Force Sword, frag grenades, krak grenades, psyk-out grenades, rad grenades, Iron Halo, psychic hood.

Special Rules: The Aegis, And They Shall Know No Fear, Independent Character, Preferred Enemy (daemons), Psyker (mastery level 2), Grand Strategy, Bastion of Truth, Forewarned is Forearmed.

Bastion of Truth: The Librarian Militant possesses a rare understanding and contempt for the Warp. His burning hatred for it fuels a psychic shield of unparalled might. He and any unit he is attached to has a 2+ Invulnerable save against wounds caused by Perils of the Warp or by psychic powers.

Forewarned is Forearmed: In an army containing the Librarian Militant, one Purifier, Interceptor, or Purgation squad may be taken as a Troops choice. After both sides have deployed, but before scout moves are made, the Librarian Militant may move any allied Troops choices without the Scout USR up to 6”. If those units are embarked, the transport may take the movement instead. Independent characters deployed attached to a Troops unit move with that unit. Dangerous terrain tests are taken as normal.

Psychic Powers: Cleansing Flame, Hammerhand, Might of Titan, Dark Excommunication, Psychic Communion, Quicksilver, The Shrouding, Sanctuary, Warp Rift, Unerring Righteousness.

Unerring Righteousness: This power can be cast in either player’s assault phase, after any assault moves are made and before blows are struck. The Librarian chooses one unit within 6”, including the one he is attached to. That unit’s Weapon Skill is increased by 2 until the end of the player turn.

He's a cool character, I just always liked that you had to choose between the two? well, not liked, but thought it made selection more fun because you needed to choose.
Apart from that, as I said, he is cool!! 'burning hatred', 'military genius', can't go wrong there.
Not sure if he should have that forewarned thing benefit everyone in the army? perhaps just the unit that he turns to troops? I think that would make more sense, and be a bit less crazy...

If you actually have a large number of Troops you're not going to have the points to take much advantage of the FOC shift he grants, which is essentially an 'extra' elite/heavy/fast attack choice.

Forewarned is Forearmed is crazy OP.
People have to pay 200 points and an extremely valuable HQ slot just to get a librarian, and this character is a Grandmaster with all librarian powers, and an extra power, and tons of special rules.

I am not joking in the slightest when I say this character should cost at least 400 points.

A Librarian with every power and a warding stave (iron halo is better than warding stave with sword), and those grenades is 270 points.

Given that a Grandmaster's fighting stats and basic wargear are only worth about 100 of the points, the 75 from grand strategy and ability to take nades adds on top of that 270p putting you in the 350p area.

Then add on your super-special-OP extra deployment rule, extra psychic power, cleansing flame, and ability to take a nonstandard unit as troops, and the ability to cram all those abilities into only one HQ slot should add on probably in the area of another ~40+10+15+20+even more=85+ points.

So yeah, 450 points would be reasonable once factoring in some leeway from "made my own unit" tax. 400 would be on the low end.

Re:A custom Grey Knight HQ

Given that he's not an EW and doesn't dominate combat as much as Draigo, I think 400 is definitely an overreaction. That said, the movement ability probably should go, it's more trouble than it's worth. Compared to a GM, he's a worse shot, slightly slower off the mark in combat in exchange for Librarian ninja magic. I didn't mean him to still have rad grenades either. Compared to other librarians, WS6 is largely a cosmetic upgrade, even with his power it's only relevant against WS6 and 7. I've cut out a fair bit of stuff, where do you think he stands now?

Librarian Militant Kintaran HQ ??? points
WS6 BS4 S4 T4 W3 I4 A3 Ld10 Sv2+/4++

Unit Type: Infantry(unique character).
