We have to remember that Earth was a radiation-filled wasteland rules over by gene-troops, genocidal madmen, tech-barbarians etc, and that the technology did not exist for better marks of power armour.<br /> <br /> Like the earlier <span class="glossaryitem" onmouseover='gp(320);'>HH</span> books say about the Custodes, the Astartes were created to be sustained - they can be mass-produced, self-sufficient through their monastic/brotherly culture, and are pretty stable, which is what you need to fight over hundreds of years over the vast distances of the galaxy, away from the Emperor and your leaders. By comparison, Custodes are completely different, being made individually, using an older technique requiring a lot of investment, and trained to work as individual warriors, as best befits their bodyguard/detective/security role. In The Last Heretic, it's noted that, while they are amazing warriors individually, they are not as good as Astartes in a battle situation - since they fight like five amazing guys, rather than a cohesive 'squad'. That's fine - because they're not created for that.<br /> <br /> So, what was needed of the Thunder Warriors? They needed to be tough enough to weather a post-atomic wasteland WITHOUT power armour technology and crazy enough to scare the feth out of the mental techno barbarians, mentally strong enough to stand up to the sorcery and psychic powers that were employed against them. However, the Emperor was always at their head, so they didn't need a structure that made them stay loyal without him nearby - note that Ghota's loyalty is to his leader more than his 'brother', and to themselves over 'humanity'. They only needed to last long enough to conquer a planet - so they age and their genetic alteration eventually becomes cancerous. Also, they mention how they escaped 'the cull' which happened upon achieving unity - that the Emperor deliberately killed them off when he had no more need for them.<br /> <br /> ]]></description>
