WoW account = 363 ilvl Mage PvE and PvP geared w/ 71 Priest that has a bunch of Vanilla items for transmog IE T2, Benediction, ETC.

Steam account = TF2, Wolfenstein, GTA3, and FFXI Online Abyssia Collector's Edition w/ a month of play time and 3 content slots.

While against EULA, it is pretty much a scam, as those accounts can be closed for being sold. So pretty much yeah, this is all kinds of wrong. A copy of warcraft may or may not include the toons, basically it is totally fine as long as you send the cd's to the person.
Ive sold probably a dozen accounts that are all very high brow (world topping guilds MT, some very famous server-wise toons, ect.) as long as the person server transfers and name changes (which is just a server transfer that you make a same-named toon on before you transfer) there is no issue with Dbag players trying to get you banned for no reason.
If It was "illegal" I'm sure one of my $1000+ transactions would have gone bad, but they haven't
