You are missing a ton of the standard core options, but besides that it is pretty good.

I guess the important question is what are you giving up for this?

That said, I never thought those armies looked much like *armies* per se, so it depends on your goals. Very true on all points. But the only thing missing from this list is core, honestly, as he is full on Artillery and characters as well as even Support units (knights). Sooo, with some more State Troops (and yes, I would work on converting the Spearmen to Halbrediers) then he should be set for a large scale army. It's a great start, honestly, IF, of course, you want the heavily shooty Empire Army.
