Yet ANOTHER rules question :/ Moving about in melee

Okay so I'm starting to get annoyed with these rules disputes - but here's the situation:

Mr. High Elf player from my FLGS (From which the bulk of these disputes generate) was engaged in melee with a single model hero. His lvl 3 mage was bunkered in with a bunch of archers (Run horde) with full command in the middle of the formation. The Hero loses combat through resolution but makes his leadership check. The high elf player than reforms his unit - but in this instance as well as moving models to the rear to rank up he also tried to move his mage, who was in base to base contact with my hero, to the side. His argument was it wasn't part of "to the fore", where he used to move his mage out of combat (and we now know is illegal), but rather part of the reform.

So, the short question: Can a character model locked in melee (base-to-base) be moved around the first rank after a round of combat in which you get your winning reform?

After yet another 15 minute scoring of rules we could not find the ruling saying he could or could not do this.

In the end it didn't matter seeing as how my artillery was SUPER effective and very nearly won me the game on turn one - but I know he will try and pull this shenanigans later.
