Yup. As long as your percentages work. You can only repeat the same rare twice, so as long as you keep it at that, you can do fine. High Elves are allowed to field more than 2 of the same rare choice. That doesn't sound right. I don't have the High Elf Army Book on hand, but those are the general rules for a grand army. It worked differently in 7th edition, so the codex won't be correct. The change was in the FAQ but the FAQ and Eratta are no longer on the GW website right now (curious as to why that might be).

Just to clarify for any High Elf player that may happen upon this thread, the FAQ is back up...

Add “Elite Army
The High Elves are few in numbers, but their armies are trained and equipped to standards so high that they are the envy of all other races. To represent this, an army may include
up to 6 of each Special choice (up to 12 in a Grand Army) and up to 4 of each Rare choice (up to 8 in a grand army).”
