Mounts: Best Race

Empire does pretty good with huge units of knights (like 30).
Orcs just tend to suck. They are too low on init, and the boar hits harder than the rider; but boars in the 2nd rank can't fight.
Dragon Princes and Dark Elf Knights both do well, but both need support of character.
Bret knights don't hit hard enough, and can't show up in large enough numbers to horde and be a real threat.
Lizardmen knights death star well, but it is a huge point investment, usually spent better on other units.
Then we've got Ogres, who get mournfangs. They hit like a brick, but don't take a punch very well, and are very prone to warmachines.
Out of all the options, I like VC cav the most. You've got the option for the cav horde with Black Knights; dishing out tons of killing blow attacks, and being able to replenish your losses pretty quickly. Or you can go for the real heavy hitters and take those vampire cav who roll in with S7 lances on the charge. VC have the additional bonus of character power-houses to lead them.
28 black knights + wight king + vampire lord is a whole lot of fast moving hurt. 32 killing blow attacks and vamp lord is a world of hurt for anything in front of their 10" wide foot print.
Unlike other cav options, crumble lets you take a flank charge, then reform (or move characters to the flank to clean house).
Last but not least, is the Chaos death Star. You can squeeze 28 knights into a 2400 point list; and join it with a pair of characters, and bless it with a pair of shrines. It generates hitting and staying power that rivals chosen-stars; while swift striding with higher strength magical attacks. It's also about 65-70% of your points for the unit with support.

-Matt

Re:Mounts: Best Race

It depends on if you want to run a Deathstar or Blocks of Cavalry and if you want "normal" mounts (Horses) or special ones that look different.

Like the other posters showed most of the races in Warhammer can run some sort of Cav Deathstar with varying degreess of effectiveness. Since you posted Blocks plural I will assume an all Cav or mostly Cav Army and not just 1 Deathstar + chaff.

Bretonnians are designed to be a Cav Army and despite taking a hit because of 8th Ed they still run well. Max unit size of 12-15 hinder a true deathstar but the Lance formation allows for combo charges that other races can't pull off.
Plus they have Pegasus Knights. Monsterous Cav and really cool models.
WoC can run all Cav (did a lot in 7th) with Chaos Knights, Marauderhorsemen and Warhounds. They also have a lot of cool mount-options for their Lords and Heros like Disk, Steed of Slannesh, Juggernaught ect.
VC can run an effective all Cav with Dire Wolves, Black Knights, Hexwraiths, Blood Knights ect.
Tomb Kings can spam chariot units, snake riders and their monsters are tough but Skeleton Horsemen are lackluster.

Empire can do all Cav but I would then rather just play Brets.
Ogres don't have anything Cav like in core but 2/3 of their core is M6 so a lot faster than normal Inf. Options for Cav are Mournfangs, more Mournfangs, a lot more Mournfangs, and Rhinox if you want people to get really pissed at you.
Ogre warmachines are fast (for warmachines at least) because the count as chariots and have M6. Stonehorn and/or Thundertusks look a lot like a block of Cav because of their huge base size and add some variety.
O&G have a lot of different Cav options but none seem to be really super effective.
Lizardmen can do mostly Cav but are hindered by having Spears instead of Lances. No Cav type in Core. Plus you can't get your lv4 a mount (Except an SC on a Stegadon)
HE, DE and WE all can run all Cav but lack numbers and are too fragile to be really effective.
Beastmen can spam chariots and centaurs.
Deamons seem to be able to do all Cav but I can't say. One of the few races with Monsterous Cav.

Chaos dwarves can't as far as I know.
Dwarves and Skaven lack Cav all together.

Kislev is also an option if you get a deal or scrap them together on E-bay. Boris on Bear is a super cool model.

Re:Mounts: Best Race

There are plenty of races that can run cavalry but brettonnia is the army that actually specializes in it. a lot of people are going around saying how terrible brettonnians are, and while its true that they are not nearly as good as they were in 7th brets are not a push over army int he hands of a competent general. The main issue i see with brets right now is that there is only one list you can run if you want to win. Everyone seems to go around saying that brets can't play in 8th etc but that just makes beating your opponents all the better. If your opponent wants to bring gigantic blocks of infantry then they are wonderful targets for trebuchets and are not maneuverable enough to catch your knights until you're ready to engage and route. Go here, read some tactics, Brets do the mounted force well because, well, that's what they're all about. ( Roundtable-Bretonnia.org )

Mounts: Best Race

The problem with Spider Rider armies is that they're rather expensive for a mediocre model. A unit of ten will run you 130 points, has only one static resolution (and loses that if it takes a single wound), and at times the Spiders (being I4 Poison) are better than the riders (Being WS2 S3(4)). Add in that they're T3 with a 5+ save, they drop to pretty much any shooting. Plus Animosity, can't forget that there's a one-in-six chance each turn that if you're in 19" of the enemy, you must declare a charge with your unit.

Oh, yeah, then there's the problem that the only way you can have a mounted Shaman is by putting them on the Arachnarok, and that's a hilarious points investment (About 420+ points before taking the Shrine). Otherwise they need to be on a Wolf, and Wolves do not a Spider make.

Mind, they do have a few advantages. Snagla is one of the few O&G Characters I'd argue is worth their cost (considering they basically throw a shitton of Special Rules onto their housing unit), I4 poison attacks can alarm a lot of enemies (Wizards in the front rank, high-toughness low-offense monsters and units), you can throw around large amounts of characters (since four no-mount / upgrade Warbosses and five no-mount / upgrade Big Bosses will run you a grand total of... about as much as a naked Shaman on Arachnarok Spider, and that's nine characters), your Spiders can siege buildings better than most Cavalry (since they get 10 Poison and 10 rider attacks), and if you don't mind being "non-purist" you can always convert Wolf-Spiders and the like to add variety, some shock-cavalry, include Chariots, etcetera.
