It is about 20 years ago since the defeat of the Empire in Skyrim and the dead of Alduin.
but that doesnt mean that there is no war in Tamriel. The Empire is still trying to take over the continent. But most of the provinces resist.
The Thalmor are also trying to take everything, their current goal is Hammerfell.
in the south-east of the Continent, in BlackMarsh, the argonians are trying to rebuild their empire and old Shadow Scales are reunited and recruiting the finest of their kins.
In fact; it's every province to itself and there are great wars between them.
