I feel as if the locator beacons are a huge unneeded point sink. If you are going against hordes...Dreadnoughts shouldn't be armed with Multi-meltas. If anythin, put heavy flamers with them...Make sure the Sternguard are in a drop pod, otherwise they die.

Firstly, Get rid of force dome on the libby, its useless, replace it with a shooting power instead.
Secondly, Remove the locator beacons on your drop pods, unless you plan to deepstrike the land speeders there useless (the locator beacons) because of the drop pods special rule, i'd put those points into a transport for the sternguard (rhino, razorback).
Thirdly, Depending on where the sternduard go i don't see a problem with the rest of the list, got enough guns to keep the opposition concerned while still having to deal with the drop pods.

Hope that helps

Wouldn't the point of the locator beacons on the pods to give the Lib an anchor point for the Gate- as long as he's within 6 inches of the pod, there's no scatter, which would make the Perils a moot point? Of course, if I'm wrong, please let me know- this is just my understanding of things.

Some folks say you can use Locator Beacons to prevent GoI scatter, others say you cannot. GW really needs to FAQ it, just my opinion. The Adepticon FAQ says you can, but the customer service guy I talked to a GW a while ago says "no" (his point was the wording of Locator Beacon mentions reinforcement "from reserve"). Of course, who is to say there's not a GW customer service rep with the opposite opinion? For the record, I'd really like to be able to prevent GoI scatter with Beacons.

On to the list.. I like Kantor Sterngard lists, but 1500 points seems hard to get the maximum benefit out of scoring Sterngard. They're just expensive. If you're going to play Kantor, my 2 cents is that you take maximum advantage of him and play lots of Sterngard. Here's one shot at a 1500 list. I tried to keep with your Heavy Support and most of your Troop choices:

HQ: Chapter Master Pedro Kantor

Troops: Scout Squad (5)
Sniper Rifle x 4, Bolt Pistol x 4
Sergeant
Bolt Pistol, Sniper Rifle

Troops: Scout Squad (5)
Sniper Rifle x 4, Bolt Pistol x 4
Sergeant
Bolt Pistol, Sniper Rifle

Elite: Sternguard Veteran Squad (10)
Bolt Pistol x 9, Bolter x 5, Combi-Flamer x 2, Combi-Meltagun x 2
Sergeant
Bolt Pistol, Bolter
Rhino
Dozer Blade

Elite: Sternguard Veteran Squad (10)
Bolt Pistol x 9, Bolter x 5, Combi-Flamer x 2, Combi-Meltagun x 2
Sergeant
Bolt Pistol, Bolter
Rhino
Dozer Blade

Elite: Sternguard Veteran Squad (9)
Bolt Pistol x 8, Bolter x 5, Combi-Flamer x 1, Combi-Meltagun x 2
Sergeant
Bolt Pistol, Bolter
Rhino
Dozer Blade

Heavy Support: Predator
Autocannon, Heavy Bolter (each side)

Heavy Support: Thunderfire Cannon
Techmarine Gunner

Fast Attack: Land Speeder Squadron
Heavy Flamer x 1, Typhoon Missile Launcher x 1

This list obviously doesn't have the GoI / Locator Beacon fun, but it does have one more scoring unit and 30 power armored dudes instead of 15. I think the mobility you lose without GoI is more than compensated for by the Rhinos - and you can always replace one of those with a Drop Pod if you want to drop down some turn 1 melta love on your opponent.

I understand force dome, sternguard would like the inv. save.
I would also advise minimal troops, probably Telion mixed with the scouts.
Then 3 units of sternguard, though 10 in a rhino is expensive. 10 in a drop pod is not too bad as you can combat squad.

In fact if you have thunderfire cannon you may want to combat squad 5 sternguard with lascannons with them, the other 5 can rush forward in a rhino with combimeltas.
