A question about EMR

I had a thought the other day about EMR, specifically why is EMR not deflected by either magnetic or electric fields when they EMR is comprised of both? Is it because the oscillations of the fields effectively gives it a net field of 0? Or is there some, quantum level stuff going on that is beyond the level of a senior high schooler such as myself to understand (although try and explain it anyway).
Cheers in advance to anyone with the knowledge to enlighten me on this matter.
