That aside, you must have an existing unit of scarabs to create more. Reread the rules for the Spyder and you'll see why.

Overall, it seems that your army has no...focus. What would you like your army to excel at? How you answer that is entirely up to you, but it would be good to have every unit in your army complement that purpose. With what you have, a good starting point would be building an army around the advantages gained by Zahndrekh and Obyron.

Who is it that you have in the CCB?

Five vehicles at this level is not bad, all things considered, but you don't have a whole lot of anti-tank. Try fitting in Harbingers of the Storm or Destruction if you can. Relying on three sources of AT or less plus some gauss is not ideal.

You only have two, albeit mobile, troops choices. At this point level, that is certainly too few. Shoot for one troops choice per every five-hundred points. Four is what you want to shoot for.

Decide if you want to either switch something out for Scarabs or remove the Spyders. Not having the required Scarabs is nothing short of almost wasting your Spyders.

Just my thought on the matter, but I don't think that you need Obyron, Wraiths and Scarabs can deal with the combats at a similar level, If you took him out, you could add another Stalker, that way, you would have more anti-tank and anti-infantry, which also makes your other units weapons twin-linked against more targets.
Other than that, all I could suggest is maybe some Lords with Orbs and MSS for the Warrior squads or even just changing the Crypteks to HoD.

Just by looking at it, your list doesn't have any clear goal.
You should have something you want it to be able to do and build around that idea.

PARTS of it work, but it needs serious support in other parts.

Not sure what roll the bare bones despair cyptek and bare bones storm cryptek will play in the army.

I think the 2nd stalker will give less of a benefit to your army than the first one will. Some units become more powerful as they are repeated/spammed, others give diminishing returns when they are repeated/spammed. Stalkers seem like more the diminishing returns type...

Taking people's advice is great and all, but you should really try to understand WHY they are making those suggestions, rather than just blindly following what people tell you to do.

As of yet, you still haven't given us a clear goal you have in mind for your army. Until you do that, we won't be able to give you real advice.

No res orbs/arks to help warriors just a lot of shootting which won't stop rhino and razor backs from just getting in your face. The Stalkers are cool but just meltas...so as is your a bad/immobile sisters list.

Try and make your units not vulnerable to being wiped by a single tac squad with a character. Toss in a shard for some gimmicks and or counter assault. Get some Tacyon-SP? Arrows in there. Get orbs in 20 man squads which you can veil out of combat and shoot the piss out of dudes...heck I'm thinking of running a small squad of bikes just for obj grabbing...60pts?! -DO NOT run C'tan Shards if you don't know how to use them.
-You can't veil out of combat, unless you're Obyron.
-Tachyon Arrows are some of the worst wargear choices you can give an Overlord.
-"bikes" (Tomb Blades, I'm assuming) can't grab objectives.

If he's a new player (as he appears to be), he's probably not going to know how to use things like Chrono-teks or Stalkers properly to get the most out of them yet. But as Skoffs said, we need a clear goal to help you achieve a list that can fit to it. So far, there is almost zero structure even after taking advice from people, all I can say now is that you need some near enough essentials for a good Necron army. Destructeks, Wraiths, Scarabs(Lots of em!) and from my personal view more Immortals with Resorb Lords. Dropping three from each squad would give you enough for three more Wraiths, wouldn't it? You'd still have three squads of Warriors in Ghost Arks, only with 6 instead of 9.

Okay, tactically, this probably won't work very well.
You've got a Stalker, which helps shooting... but you've barely got anything that will benefit from it.
You've got Crypteks and an HQ that have little synergy with the rest of the army.
And you've got 3 Wraiths. These will probably die very easily.

Frankly, you've got too much going on, you'e not doing any one thing well.
It's too "safe", not very competitive.
You may need to focus on doing one thing in particular.
Let's try having the Stalkers be the central focus of your army: try to get everything twin linked.
That being the case, you need to get as many guns that will benefit from it as possible.
1-2 tesla Immortal squads and 2-3 "Gunboats" (5 Warriors + 2 Harbingers of Destruction) would be a good base in addition to the Stalkers.
I wouldn't try to do a Scarabs Farm here. Just try two units of Scarabs instead.

You could try something like the following (still kind of "safe" by most standards, in that it's still trying to incorporate several things at once, but at least it should be able to hold it's own... and more importantly, at least it actually costs 2000 points)

Stick Zahndrekh (remember to use his abilities often. the main one to keep in mind is Tank Hunters, or maybe Furious Charge/Counter Attack) with the Immortals (you may even want to consider dropping some more Scarabs/Immortals to give that unit a Harbinger of Destruction with Gaze of Flame, too).
The rest of the army advances with the Stalkers in front, lighting things up for everything else to twin-link shoot at.
Scarabs and Wraiths are used more for corralling things out of cover and into the line of sight of your guns.

They will benefit most from his ResOrb. Keep them out of combat.
His powers are a case by case basis. One turn you might need to give one of the Scarab bases Stealth to give them better cover saves, one turn you might need to give one of the Stalkers Tank Hunters, one turn you might need to give the Wraiths Furious Charge, one turn you might need to give the Immortals Counter Attack.
