Mephiston, Eldrad, Tigurius, Ahriman, and any GK Librarian that buys it are Mastery Level 3, which is the highest you can get right now.

Current FAQ lists Eldrad as ML 3.

Specifically states that this ML is "including the bonus from Spirit Stones".

Makes no mention of his staff. Makes no changes to his staff's rules.

Therefore, by current FAQ, Eldrad (plausibly) is a Mastery Level 3 Psyker with the capability to (re)use a fourth power (due to his staff) so long as he is not in H2H.

The staff wording also leaves the possibility that, since this extra use is not related to warp charge, he would be able to pop off a 2 charge power with his staff at no penalty. I don't think the Emperor would be "just" 5 on this scale, and I sort of feel like Magnus would be more powerful than Malcador, being a primarch and all. This would seem to be correct, though warp charge makes that unlikely, as he would only have 3/turn.
