It would make sense if the librarian got 2 psychic powers, but when I tried to explain my reasoning to a friend during a game, he brought up last month's White Dwarf. In the army list showing allies between Guard and Knights, the allied Librarian was mastery level 3 and had 3 powers, hammer hand and 2 rulebook powers. Was this a mistake on their part?
