I would also say that, theoretically, Ordo affiliation has little to do with access to Terminator armour. It's more likely a personal thing, a mixture of connections to secure the necessary deals to have one such suit constructed, as well as the simple willingness to don and use one. Most Inquisitors seem to prefer the stealthy approach, and as redkommando mentioned, Terminator armour doesn't lend itself well to that. So you may have few Inquisitors in the other Ordos having Terminator armour, just like you may have Inquisitors in the Malleus not having it. Two different Inquisitors wearing Terminator Armor were released for Rogue Trader in the late 80's. One was an Ordo Malleus with Psycannon and Force Rod.
