Storm troopers should be able to fire at normal balistic skill when being assulted. I would say snapshooting, but stormtroopers are not THAT good to shoot down a flyer or MC.

However, I believe that they are trained enough to keep their cool in a sticky situation and focus fire (not refering to the rule) on their advancing enemy.
