Go for an army that came out in 5th edition or more recently. Anything else will be either underpowered or boring.

IG can be utter cheese. 3 vendettas, 2 manticores, a hydra battery, some fortifications w/ quad guns, some mech vets spamming special weapons and two mechanized CCS spamming special weapons. The Vendettas and manticores can slaughter vehicles and transports with ease, the Hydras and fortifications can shoot down flyers, and the special weapon dudes can kill anything else, from hordes (see what 3 flamers and a heavy flamer does to a mob of boyz), to terminators (see what 9 BS 4 plasma gun shots does to a squad of terminators and itself), to tanks (it was already redundant before, but 3-4 meltas will turn any tank into molten slag), and anything in between. Although, for what it's worth, when Draigowing wins, it crushes everything in its path. Similarly, when it loses, it loses pretty miserably. There is literally not a vehicle IN THE GAME that a squad of warriors rapid firing against doesn't stand a good chance of killing.

Not to mention that that's only the tip of the iceberg of what they bring to the table.

CSM codex comes out, and the first new codex of an edition tends to be pretty powerful. But even if you started CSM, there's a chance that it won't be OP, and even if they were, there's going to be dark angels coming out not too long after CSM.

This problem continues no matter how far you extend your time frame. It just takes too long to make a fully-fleshed-out (much less properly painted) new 40k army to be able to ensure that it's the strongest army once you're ready to field it.

But why would you want to be the guy with the most OP army? Where is the challenge?

You might end up with an army where you dislike the models or hate the play style.

I suppose if one is torn between the IG and 'crons they can run Necrons with Guard allies.
