Announcing Lists & Rolling for Psychic Powers

Hi folks,
I posed the question on YMDC about whether the rules stated at what point you reveal your armylist to the other player - the agreed consensus was that while the rules state you need to make your opponent aware of what you have; there's nothing saying when exactly.

Now, I think this is pretty huge myself, since the swing is pretty dramatic against pshycic heavy armies. Let's go with Tyranids for example, who will have plenty of psychers on the board. Knowing the list you're up against means that you can tailor your psychic disclipines based on what you're up against. Loads of Orks? Biomancy or Telepathy. Stormraven/Mech heavy army? Keep rolling on Telekeniss.

While Tournaments have the convention of showing lists before you play (meaning that you can tailor to counter what they have); there's nothing really for casual games.

What is everyone's view on this? Is it unfair to know what the opponent is fielding before choosing and rolling for your discliplines; or is it unfair to have to choose your disclipines without even knowing what you're up against?

Yes, but remember the power rolling is indeed limited because you can't pick and choose powers to perfectly hit them up, just what you can hope you want.

My friends and I have always decided armies and then secretly designed lists, that way we know who we're against (fluff-wise this represents us ordinarily going to battle with an army, not some kind of ambush), but not what either side has.

If a player didn't want to share lists until after a battle that would be fine with me. My group however share before quite openly.

Rolling for powers would have be done when both parties are present. If not then I'd luckily roll the exact power I wanted everytime.
