the emperor protects

Ok so. How is it that saints draw power from the emperor? Its not like he willingly gives it to them. For example (spoiler) euprhati kills a daemon, by pointing her emperor symbol at it. Also she has foresight and knows impossible things. Which tells me the emperor knows what is going on. And lends her his holy divine power. So if he knew why didnt he intervene and stop horus' plan earlier?

I'm inclined to go with the nascent psyker idea for Euphrati myself, coming face-to-face with a daemon like that will do things to a mind.

Now, with regards to the OP.... they call him the God-Emperor for a reason. Trillions of people feed his psychic might with their faith. The Sisters of Battle are amongst the *most* faithful of his servants, and it is from their ranks that the Living Saints come. So.... why is it that he could not willingly give them a mote of his own power?
