The problem is they were painted metallic gold. Now the dreadnought and Captain look fine I think I'll leave those alone, but on the tactical squad and terminators it looks like the bases were over-sprayed, or he tried some sort of flock texture on them.... AKA, something that doesn't really work with the Dark Angels I currently have painted.

* for plastic minis, try simple green. its a cleaning product, and you can get it at most home improvement stores.
* if they have really good primer on them, try "super clean" or "purple power" they are stronger, and mildly irritating to the skin, but work better than simple green.

Technique? Soak them for a few days, then rub the stuff off with an old toothbrush. Rinse repeat. I use a metal wire brush for really determiend primer.

Note: always try a test mini first.
