The slaanesh cavalry deamonettes is standard on Biker Bases. However, you're free to place it on any larger base you wish. Let me do the math here:

Biker Base = L x W - (W^2 - 2/3*Pi*1/2W^2) = (25 x 50) - (25^2 - 2/3*pi*12.5^2) = 1250 - 298 = 952 sq.mm

25mm Base = 2/3*pi*12.5^2 = 327 sq. mm
40mm Base = 2/3*pi*20^2 = 837 sq mm
60mm Base = 2/3*pi*30^2 = 1885 sq mm

Basically, biker base or 60mm base (or bigger) are legal for official play. If it were up to me though, I'd say the 40mm is close enough, but I did actually do a mockup and it doesn't really sit well on the base unless you use the steed model that has the very upright coiled neck.
