They can come on turn two IN hover mode, but they must start off the field. However a lot of people read rules differently, and some rules are fairly ambiguous (Especially if you have not read the FaQ's, but not in this case as the rules are really clear).

I would explain the situation about flyers entering on turn 2, and assess his reasoning for thinking it was turn 1, it is probably just a misreading of the rules.

And even if people are deliberatly cheating, its usually best to give them a second chance. And maybe a third.
