Dubious how? I think that you should fire over watch on full BS, although the mechanic is a bit meh. I mean, how do you not see charges coming? It's hard to NOT see ten terminators come out of a land raider, then when they unsurprisingly assault, the charged unit freaks out and fires wildly?
