A company called plastistruct has all types of stuff right up your alley in all scales. There are other options, of course, depending on how elaborate and/or high-tech you want to make it. For rudimentary scaffolding like you might see house painters using, you could bang something out using nothing but coffee stirrers and superglue - the skinny plastic straw type for the frame, with a few of the wooden stick variety laid across for the platform. Something more permanent - what I might call a catwalk instead of scaffolding - would involve a lot more than that (sheet styrene detailing over foamcore supports, textured floor grating, styrene rod handrails, etc.).
