Tactics are straight-forward: use the scouts to beam the DW Knights precisely along with Lysander and Sterns in the pod for some turn 1 alpha-strike, that should put some fear into the enemy's heart; the Libby can cast prescience on his own squad on turn 2, or if they haven't use the combis already, on the sternguard squad. Once the sterns die (which they most likely will), Lysander can join the Knights for some insane deathstar action.

The scouts and tacticals provide midrange fire support with the devastators in the back manning the quad-gun and the stormtalon adding some anti-air support.

You would have to be careful that if you don't get turn one then 10 Scouts can be easy to take if they have been infiltrated.

Yeah, if I go second, I may not push the scouts too far forward...
