Something tells me that's a bit high.

Plaguebearers are objective sitters, and that's about it. I don't see the need for groups of 20, 10 would be fine with the herald.

1. he's double force Orging at 2k, allowing 4 HQ's
2. daemons can elect to take a mix and match of 4 heralds in 1 HQ slot.

What he's got is 3 HQ slots taken by GD's and the other with 4 heralds as defined by the army book.

Its completely legal, if a little crazy, but there isn't anything wrong with crazy.
