I can't give any specific references, but the material on the AdMech does contain references to both. (And the "binary" is consistently described as a series of clicks or a buzzing sound, not spoken numbers.)

It's basically sound based wifi, which is either a part of or in addition to the Tech-Priests' noosphere.

Re:Do Skitarii speak binary?

The sound itself is probably not an actual binary code, but is likely a base power-of-two code that ultimately gets switched back to binary in the hardware. So it probably sounds like a less conspicuous version of the fax machine or dial-up modem noises.

Do Skitarii speak binary?

"Speaking" binary I think is a misnomer. In my view the AdMech use binary as a means of communication, as Sir Pseudonymous indicates above. The inquisition refer to it as a "language" becasue it is translated into sounds that they can hear adn they don;t know any better.

In the Grey Knights book "Dark Adeptus" the Grey Knight characters have a detachment of Skitarii and a few Techpriests, all can speak fluently in human voice unless they have had their voiceboxes replaced with gubbinz and other shiney things. But as far as I know all the Skitarii were pretty much the same as imperial guard with different equipment and minor augmentations.
