They have a number of plastic and plasti-vinyl minis, with the latter expanding greatly in short order. I believe the model details on the Reaper website lists what a model is manufactured out of.

Scale of Reaper minis

Reaper figures are hugely variable in size, partly due to design (aliens, fat men, etc), and partly due to using so many different sculpters. Most of their older figures have a picture with the "reaper scale" in it, so you can see approximately how the figures relate to one another.

For chronoscape, which is where I assume you will be looking for most of your Inq28 figures, you will find that they are generally slightly taller and more slender than your GW figures, if you use a Cadian as a base. If you (correctly) are eschewing Cadians due to their terrible scale issues, you might have some issues with the sizes. (and Bobby Jackson sculpted figures tend to be huge)

As for their material, there should be a good number of them available in the "Bones" plastic soon, so it might be worth waiting if you want any of those figures.

Scale of Reaper minis

What they said...

Though if you look around on the Reaper site, you will see several things that help you figure it out to some extent. The first being the marks on the edge of pictures.

http://www.reapermini.com/graphics/gallery/4/50283_w_1.jpg

The first mark is 1/2 inch and the second is 1 inch from the table top (keep in mind that will count the base height). Those marks are on most figures, but not all of them.

The second and most helpful is the Reaper forum. If you ask over there for a comparison picture you will likely get one between something common like an IG figure and the miniature you want to buy. The Reaper customers are pretty helpful that way...and if none of the customers are able to help, fromtime to time one of the Reaper staffers will grab one from the warehouse and measure it.

All that said, there is some huge variability depending on who the sculptor is, what line it is and the phase of the moon. A figure like Andrew Rae's spy is almost a true 25mm figure.

http://www.reapermini.com/OnlineStore/rae/sku-down/50148

One of Bobby Jackson's figures are closer to 32mm.

http://www.reapermini.com/OnlineStore/Chronoscope/sku-down/50254#detail/50254_w_1

They also have their Reich of the Dead figures which wers created to be closer to 1/48 scale to be compatible with plastic models from companies like Tamiya.

Scale of Reaper minis

Good advice here. A few additional things to note.

Some Reaper Chronoscope figs can sometimes tower over GW. They tend to be close to 32mm to the eye. I've got a "Rex Future hero" (i.e. Mad Max) and he is really tall and a Rosie Cryotechnician (i.e. Kaylee) that is a bit taller than a cadian Guardsman..

The fantasy "Dark Haven Legends" figures tend to bee near GW in height though as others have mentiond there is variation. There's alot of figures in there that would be great in inquisimunda with a weapon swap or two.
