I always find that it is easier to do them near the end of painting. Get a really fine brush and quickly apply 2 white stripes. Now this is the important bit. Look at the model, where is it looking , what is it doing? The two black dots need to follow this. Make sure that the spacing is the same for both eyes. If you are right handed, do the left eye first, if left handed, do the opposite. I have tried making two white dots but it never looks right because the pupil never looks round. They look like cat eyes whenever I do it that way.
