Nobody said they were. Despite the quality of their geneseed the High Lords are reluctant to use it because of their distrust of the Dark Angels shadowy nature. That the Relictors IA author felt the inclusion of Dark Angels in the mix was more of note than the fact it was mixed at all implies that mixed geneseed chapters are more common than Dark Angel successors.

Excellence. Marines are not clones, geneseed evolves over time. Generally its just the negatives that get mentioned - Flesh Tearers and Blood Drinkers for example. But you do get the odd improvement, ie: Soul Drinkers took their name from an over-sensitive Omophagea (which is in fact presumably why they actually use progenoids from marines in the first place, instead of getting all marine implants from test-bed slaves). Allowing the AdMech to mix bloodlines allows them to choose the absolute best organs available.
