ii) The new terrain has rules for normal 40k, but nobody's said anything about the superheavy models (like the Tesseract Vault) having rules for normal play. Of course, if you play with your friends, they might let you field it anyways with house rules - for example, among my friends, we always let my sister use her Gargant.

iii) Of course you can play on the floor if you want to - there's no law saying the game has to be played on an 'official' games workshop board.
