I've been trying to find just foam sheets, like the material that comes in miniature metal blisters but I don't know how it's called and I am having a hard time finding something like that on ebay. Just using any kind of box and arrange the miniatures laid down layered on sheets of foam sounds fairly reasonable but I don't know where to get it. Fabric stores usually have various sizes.
