Question about fire warriors - Two 'scanners' in one squad

Hi.

I noticed on the GW webpage and the box that there are two fire warriors with scanners (I don't know the real name) and for some reason I have only pictured one for each squad.
I think it was one on the old edition box,

Anyway, can anyone explain why they got two of them?

Edit - Didn't make my self clear enough, sorry about that.

What does the scanner do gamewise and why would Games Workshop or any player for that matter, use two?
