Angel Exterminatus has HUGE interactions between Eldar and the Legions on both sides.  I'm still reading it but I'm curious if the Eldar are setting both sides up for disaster...

				<description><![CDATA[ Considering that the Eldar generally want to avoid the loss of Eldar life as much as possible, you'd think they'd do their best to avoid direct conflict with the Imperium except for the more militaristic Eldar (Biel-Tan). For the most part this is fortunately true in the fluff but every once in a while you get some fluff cases where you really have to wonder why the Eldar got into a fight with some Imperium group. Like that time that Ultramarines guy got attacked by them in the 13th Black Crusade or when Tallarm got attacked by them before they decided to team up against Chaos (one of those "You could have just asked, first." situations)<br /> <br /> What I'm really curious about is the policy regarding known (by the Imperium) Exodite worlds. You'd think that'd be a major point of contention between the Imperium and Eldar and it is when it comes up, but... it doesn't come up that often (I think there's like... one fluff instance where the Imperium invades an exodite world? And it was more of an off-hand mention? Far as I know)]]></description>

				<description><![CDATA[ There probably isn't a single coherent Imperial policy when it comes to Exodite worlds. The vast majority of the time the Imperium wouldn't know when a planet is an Exodite world, and chances are really good it wouldn't much care once some kind of decision was made regarding a planet (colonization, exploitation, etc.). <br /> <br /> And those are just the populated worlds. There are many planets prepared for Exodite colonization that were never populated for various reasons. Humans come along, see a really nice planet, land, and make a new home. A thousand years later an angry craftworld comes along and wipes them out.]]></description>

Obviously the Imperium can't have a policy for the unpopulated ones that it doesn't know are exodite worlds in the first place.<br /> <br /> When it comes to populated ones, though, does the Imperium do things like stop to consider the potential Eldar reinforcements that could pop up if they try to take it?  Are they allowed to consider "relations" with the Eldar in the area when considering what to do with it if there are other threats to worry about beyond the eldar reinforcements?  Is there a coherent policy regarding it or is there not?  How much of the Imperium or Ordos Xenos is even aware what an exodite world IS?  Etc etc.  These sorts of things we can speculate on, but when it comes to actual fluff stories about them, we have practically nothing to go by.]]></description>

				<description><![CDATA[ The Imperium has no foreign policy at all because ideologically it lays claim to the entire galaxy and aims to exterminate all non-humans.  <br /> <br /> In practice, any arrangements with xenos will be done by local entities.  However the Imperium itself is internally fragmented between all its various institutions.  What one institution decides may be ignored by others, or others may be completely unaware of any agreement made.  <br /> <br /> Remember that the vast majority of the Imperium is ignorant of the wider picture and of xenos in general.  Much of the information about them in each Codex is a narrator POV or what only a select few, like Inquisitors or particular researchers might know and even then they may only know some of the truth, with a lot of false or fragmentary information mixed in.  <br /> <br /> The Eldar in turn base their policies on their predictions of the future.  They may act to eliminate threats that may not surface for decades or centuries into the future.  If they are successful, then nothing happens in the future as the threat was eliminated, but this lack of anything happening is something that can be perceived as a result only if you are aware of the original prediction.  The Imperium as stated above is not aware of this and is likely to scoff dismissively at this mysticism assuming the Eldar were to try to explain this.  However the Eldar hardly ever explain their actions so the Imperium views the Eldar actions and attacks as random and irrational, with no rhyme or reason behind their attacks, and that is before one gets into the possibility of different Eldar factions having their own differing motives.  Again the Imperium as a whole rarely if ever cares about the motives of others, or the fine details of alien civilizations and cultures, and just treats them all as enemies to be destroyed.]]></description>
