What I'm really curious about is the policy regarding known (by the Imperium) Exodite worlds. You'd think that'd be a major point of contention between the Imperium and Eldar and it is when it comes up, but... it doesn't come up that often (I think there's like... one fluff instance where the Imperium invades an exodite world? And it was more of an off-hand mention? And those are just the populated worlds. There are many planets prepared for Exodite colonization that were never populated for various reasons. Humans come along, see a really nice planet, land, and make a new home. When it comes to populated ones, though, does the Imperium do things like stop to consider the potential Eldar reinforcements that could pop up if they try to take it? Are they allowed to consider "relations" with the Eldar in the area when considering what to do with it if there are other threats to worry about beyond the eldar reinforcements? Is there a coherent policy regarding it or is there not? How much of the Imperium or Ordos Xenos is even aware what an exodite world IS? In practice, any arrangements with xenos will be done by local entities. However the Imperium itself is internally fragmented between all its various institutions. What one institution decides may be ignored by others, or others may be completely unaware of any agreement made.

Remember that the vast majority of the Imperium is ignorant of the wider picture and of xenos in general. Much of the information about them in each Codex is a narrator POV or what only a select few, like Inquisitors or particular researchers might know and even then they may only know some of the truth, with a lot of false or fragmentary information mixed in.

The Eldar in turn base their policies on their predictions of the future. They may act to eliminate threats that may not surface for decades or centuries into the future. If they are successful, then nothing happens in the future as the threat was eliminated, but this lack of anything happening is something that can be perceived as a result only if you are aware of the original prediction. The Imperium as stated above is not aware of this and is likely to scoff dismissively at this mysticism assuming the Eldar were to try to explain this. However the Eldar hardly ever explain their actions so the Imperium views the Eldar actions and attacks as random and irrational, with no rhyme or reason behind their attacks, and that is before one gets into the possibility of different Eldar factions having their own differing motives.
